Add client reminder emails for Re-Authenticate payroll status

Add client reminder emails that are sent when a payroll status is set to Re-Authenticate.

Emails should be sent to the same parties who currently receive client reminder emails.

Email content:

Subject: Your Payroll Needs to Be Re-Authenticated for {team.name}

Body:

Hi {primary.contact first name} this is an automated email to notify you that your payroll connection inside {team.name}'s portal requires a re-authentication. Typically this happens because your password has changed, or because of your payroll provider's security settings.

Please log into your portal and select the payrolls tab to re-connect your payroll account.
