Update the payroll report upload section to explicitly mention full Social Security Number (SSN) and total hours worked as required fields when collecting census data.

Rationale:
The current instruction only specifies "SSN (at least last 4)" and does not mention hours worked. Since full SSN and hours worked are critical for plan compliance and eligibility tracking, they should be clearly called out in the interface.

Example Update to UI Instruction:

“To ensure complete census data, please include the full Social Security Number (not just last 4 digits) and total hours worked for each employee in your payroll report.”

This clarification will help plan sponsors submit accurate data the first time, reduce manual follow-up, and support smoother data mapping into the system.
